Headcount, dismissals and representation per jurisdiction
Each country's collective-redundancy regime evaluates thresholds against that country's entity size and planned dismissals — not a group aggregate. Works-council / trade-union presence also varies country by country and shapes the consultation path.

Statutory window: each country's threshold is evaluated against its own reference period (30 days for DE, FR, PL, CZ · 3 months for NL WMCO). The prototype assumes dismissals occur within the 30-day window, which satisfies all regimes.
